Add a keyboard status indicator not saving

I follow the instructions to add a keyboard from the HTC tweaking by Stanley but after reset, it will not save the changes in the registry.

On my other 8125, I was able to change it without any problem.

Is there a security setup that might preventing me from saving any changes.
