Your HTC Wizard can be locked in two ways. There is the well known SIM lock that your operator may have put on, and there will be the CID lock. This CID lock is sometimes called Vendor lock, because it was put on your device by the manufacterer to prevent installation of a ROM not released by them.
Both these locks can be removed.

Before we get into the details, please take a moment to consider wether you want to and are allowed to remove the SIM lock and CID lock.
Operators put a SIM lock on their phones because they do not charge you the full price for phones you buy from them. Putting a SIM lock on the devices they sell prevents end users from using the device with another operators SIM and protects the operators investment in getting you to sign a contract with them.
With most operators, you can have the SIM lock removed after a certain period of time into your contract and/or by paying them. Check your contract, removing the SIM lock yourself might be a breach of contract and might be unnecessary because your operator will do it for you. Furthermore, removal of a SIM lock might be illegal by law where you are, and (charging for) unlocking someone elses device may be illegal by law where you are. It is up to yourself to investigate the legal consequences of removing any SIM lock before you attempt to do so. And of course, it is up to yourself to consider wether it is okay to remove the SIM lock from an ethical point of view.
Removing the CID lock is not illegal, but it will void your warranty. Again, it is up to yourself to consider the ethics.
Removal of the SIM and/or CID lock is made easy by Lokiwiz, a program developped by machinagod at the XDA Developers Forum. Registered members of the HTC Wizard Web will find his tool attached to this article. Unzip the file on your desktop and follow the following instructons, which I copied from this topic on the XDA Developer Forum.
Unzip lokiwiz.zip to somewhere in your computer
Copy EnableRapi.cab to your Wizard
Execute the EnableRapi.cab in your phone. Wait for it to finish
Guarantee that your phone is connected via ActiveSync with the computer
Execute lokiwiz.bat (on your desktop computer!) and follow the instructions on your screen
If you removed the SIM lock, you will now be able to use your device with a SIM from any operator. If you removed the CID lock, you will now be able to install any manufacterers ROM on your device.

A ROM for every HTC Wizard brand (Qtek)
Qtek has a very close relationship with HTC (they share the same owner), so HTC Wizard owners have been waiting for ROM updates from Qtek with a lot of anticipation. Not without reason, benchmarking in the pre-AKU2 days showed that the Qtek 1.6.7 ROM was the fastest HTC Wizard ROM available. A leaked test ROM from Qtek is the only HTC Wizard ROM available that includes A2DP, however, this feature did not make it into the official release. Because of this, many people still favour the test ROM over the official AKU2 release from Qtek.

The HTC Wizard Web runs on a dedicated hosting machine. I get a fair amount of monthly traffic included with the contract, but extra traffic needs to be paid. Feel free to download any ROM you want to try, but please don't download them all just for the sake of downloading. If you got a few cents to spare, please consider a small donation. If things get out of hand (i.e. my monthly bill gets scary), I'll have to take the links down.
Of course, downloads are available to members only. For now, only World Wide English ROMS are available here.
Qtek ROMs
The following three ROMs are available:
Qtek 1.6.7 shipping ROM
Leaked Qtek 2.8.7 test ROM, includes A2DP
Official Qtek AKU2 ROM
All three ROMs are RUU versions, which mean you can install them simply by executing the file from your desktop PC. Make sure you have an ActiveSync connection, and make sure that your battery is fully charged.
If you own a non-Qtek version of the HTC Wizard, you can only install these ROMs when you CID unlock your device. Directions are in this entry in the handbook.
I have not used all these Qtek ROMs myself, but I would like to see the features specific to these ROMs documented in the HTC Wizard Handbook. If you are running any of these ROMS, please inform us about:
ROM Version
ROM date
Extended ROM version
Radio version
Protocol version
